Government resolution

Shareholders' rights on behalf of the Russian Federation are executed by the Ministry of Information Technologies and Communications of the Russian Federation

Open Joint Stock Company Rosinfocominvest is the first sectorial investment fund in the sphere of information technologies. It was established according to the order of the President of the Russian Federation in the end of 2007. Investment capital is formed from the federal budget resources and private investments on parity base. The state capital share in the amount of 1,45 billion rubles was already contributed by the Ministry of Economic Development and Trade of the Russian Federation. The equal amount of private capitals the Fund is planning to attract through the additional shares emission. Rosinfocominvest will begin its investment activities after formation of complete investment capital in the amount of 2, 9 billion rubles. Perspective ICT projects on start-up stage will receive the financing. The investment amount to one project will be limited by 100 million rubles.

Federal Agency for Federal Property of the Russian Federation (Rosimuschestvo) registered the fund for IT-start-up development.

Rubles hopped
The future of investment state Fund ‛Rosinfocominvest“ is receiving the concrete frames at last. On October 11, 2007 Rosimuschestvo confirmed the Charter of the Fund, the List of the Board of Directors and appointed the Director of the Fund. In the end of 2007 Rosinfocominvest will open the account for transfer of 1,45 billion rubles in the charter capital.

Issuance the License
The Federal Service for Financial Markets (FSFM) issued the state license for investment fund activities to the JSC ‛Russian Investment Fund of Information and Communication Technologies“. FSFM made this decision on May 22, 2008.

Assignment of the Ministry

At 13th of the May 2008 the Deputy of Prime Minister of the Government of Russian Federation Sergey Sobyanin introduced Igor Schyogolev as the Minister of Connection and Mass Communications of the Russian Federation to the staff of the Ministry.
